Imphal, June 18 2025:
While strongly condemning the brutal murder of Chesam Abdul Kadir, the Politburo Standing Committee of the armed Kangleipak Communist Party (KCP) has reminded communities and CSOs particularly the Pangal Tem about the party's recent declaration of a permanent ban on bandhs and blockades.
According to a KCP statement issued by information & public relations secretary M Punsiba Meitei, Chesam Abdul Kadir of Paobitek Mayai Leikai was brutally murdered on suspicion of motorcycle theft.
While vehemently condemning the murder, the KCP cautioned those trying to paint a communal picture of the murder which, it said, has been linked to only certain members of a Meetei organisation, adding that blaming the entire Meetei community or the entire organisation concerned is absolutely illogical and unacceptable.
Reminding Pangal Tem and all its functionaries and supporters about the party 's permanent ban on bandhs, which was communicated to the people through print and electronic media on June 11, 2025, the KCP reiterated its non-negotiable stand against the use of bandhs and blockades as instruments of protest in Kangleipak (Manipur).
Even during the heights of the Meetei-Kuki conflict, the party always advocated dialogue over violence and never targeted, in writing or otherwise, the Kuki-Zo community as a whole with the exception of Kuki-Zo narco-terrorist elements who were attacking the Meetei community, the statement added.
While asserting that the grievances of the people must be heard and addressed by all competent authorities, the KCP maintained that disruptive measures like bandhs and blockades have consistently caused disproportionate harm to daily wage earners, emergency health services, school children and economically vulnerable sections of society.
"KCP stands committed to constructive and sustained intercommunity dialogue, not coercive disruption, as the primary means of resolving any intercommunity conflicts and misunderstandings" .
The party also strongly cautioned all civil society organisations and all indigenous communities of Kangleipak (Manipur) against the pathological and potentially destructive tendency to communalise every single incident involving members of different communities.
"The dangerous practice of framing every altercation, crime or confrontation through the lens of communal identity is a threat to the very social fabric of the land," the KCP said, noting that the same erodes mutual trust, fuels hatred and serves only the interests of those who seek to create communal frictions and divide Kangleipak (Manipur) along communal lines.
The statement continued that the party would not tolerate any attempts to inflame communal sentiments, either through speech, social media or action.
Responsibility, restraint and clarity of communication are expected of every member of the society, be they Meeteis or Pangals, especially during a volatile situation like the present day, it stressed.
The party also reminded all indigenous communities of Kangleipak (Manipur) to verify facts, refrain from premature conclusions and act in accordance with shared responsibility to peace, justice and inter-community harmony.
While asserting that the party values the peaceful coexistence between the Meetei and Pangal communities despite the fact that even in communally super-sensitive situation like the present.
The outfit deplored that some members of the Pangal community such as Md Khalid of Kwakta and Md Hasan of Lilong Chingjao continue to work against the society in general and the Meetei community in particular by openly collaborating with Kuki-Zo narco-terrorist groups like ZRA in raising their funds and manufacturing of narcotic drugs.
It continued that Pangal brethren shall have to lead by example in upholding these core values and help guide others towards an intercommunity policy of clarity, mutual respect, cooperation and coordination.
The party then appealed to the people of Kangleipak (Manipur) to vehemently oppose and fight any organisations that impose anything as repressive and harsh as bandhs and blockades.
"Because, these are mere mindless and heartless entities claiming to act for the welfare of society when in reality they are least bothered about the lakhs of households surviving on whatever they manage to make during the day," the KCP statement maintained.
