Okendro proposes 50 pc LADF to Education

Imphal, June 20 2013: Education Minister M Okendro has proposed to all MLAs to allocate 50 percent of their respective Local Area Development Fund (LADF) for the development of education sector in the State.

He made this proposal during the discussion for demand grant of Education Department in the 5th Session of 10th Manipur Legislative Assembly today.

Altogether three demands of Rs.821,91,88,000 for Education, Rs.92,10,99,000 for Commerce and Industries and Rs.91,36,98,000, amounting to a total of Rs.1005,39,85,000 were passed by the State Legislative Assembly today.

In the demand discussion for Education Department, 12 MLAs from both ruling and opposition benches raised several issues and also made suggestions to improve the education system in the State.

MLAs Dr I Ibohalbi, Laisom Ibomcha, Th Shyamkumar, RK Imo, Jamhenlung Panmei, Kh Joykishan, Th Bishwajit, Samuel Risom, L Nandakumar, K Thamarjit, Dr Ng Bijoy and Vungzagin Valte participated in the discussion.

After hearing the comments and issues raised by the MLAs in the House, Education Minister M Okendro said that the education system of the State would definitely be improved with the allocation of funds for SSA and RMSA.

He further said that there are provisions for recruitment of 574 upper primary teachers, 346 primary teachers and 380 part-time lecturers.

A total of 18,606 candidates have already cleared the Teacher's Eligibility Test (TET), Okendro noted.

Education Minister also announced that the honorariums of part-time lecturers would be increased along with conversion of DM College into a deemed University.

A proposal for setting up three other private universities has also been submitted to the Centre.

Ram Lal Paul Higher Secondary School would also be made exclusively for girls besides TG Higher Secondary School and Ibotonsana Girls' Higher Secondary School, he added.

Okendro further stated that new transfer and posting policy would be introduced soon in order to rationalize the government teachers in the State.

The Education Department has also completed formulation of seniority list of education officers, he noted.

In the discussion, Chief Minister Okram Ibobi appealed to the MLAs to make constructive suggestions to make various schemes and programmes successful in the State.

Commerce and Industries Minister Govindas Konthoujam said that the Planning Commission of India has a provision to sanction Rs.50 crores for industrial development of the State in the backdrop of Look East Policy.
