Imphal, March 30 2011: The State Cabinet has decided to appoint 1800 Primary and Graduate teachers on the basis of their academic performance without conducting any written test, Chief Minister O Ibobi Singh announced, while inaugurating a training programme of the Congress workers today.

A State level special training programme for Congress workers on the 15 flagship programmes launched by the UPA Government and other developmental schemes taken up by the SPF Government was held at Congress Bhavan here today.

Speaking at the inaugural function of the training programme organised under the aegis of Manipur Pradesh Congress Committee (MPCC), Chief Minister Ibobi pointed out that under the provisions of Right to Education Act and Sarva Shiksha Abhiyan (SSA), special guidelines have been laid down to find out how many children are there in the hill areas who do not attend school and how far is a school located from the village.

So, to ensure proper implementation of the scheme being taken up by the UPA Government, the SPF Government has started developing the infrastructures for upgradation of 46 junior high schools into high schools in the hill districts.

Moreover, taking into consideration of the shortage of teachers, the State Cabinet has given its approval to appointment of 1300 Primary teachers and 500 Graduate teachers under SSA.

The Chief Minister assured that there would be transparency in the appointment of the teachers.

Instead of conducting written test, the appointment would be done on the basis of the marks obtained by the candidates right from matriculation to the BA/B Sc level.

The marks would be fed into a computer for proper tabulation and the tabulated mark s of the candidates would be put up on the notice board for all to see, the Chief Minister said.

Touching on the situation of power supply in the State, the Chief Minister informed that steps have been taken up to ensure electrification of all villages in both the hills and the valley districts before the next Assembly election and free power connection to every households within 2014 .

Necessary works have also been taken up for import of power through the transmission line of 400 kilowatt and collection of outstanding dues from the consumers within the next 5/6 months.

As around 65 percent of the power being supplied in Manipur are consumed mostly in Greater Imphal area, efforts are being made to introduce pre-paid power metre to improve the situation of power supply by April, the Chief Minister added.

The Chief Minister further said that work on projects like Solid Waste Management of Imphal city, Naga Nullah, Nambul river and improvement of drainage system are being carried out on war footing manner to ensure completion before the onset of rainy season.

To ensure proper implementation of the flagship programmes of the UPA Government, power have been devolved to local bodies like Zilla Parishads and Autonomous District Councils and MCS officers have been appointed as Executive Directors for smooth functioning of the local bodies, the Chief Minister said, while exhorting that the local bodies should show that they could do better job than what the DCs used to do but the fund for public welfare should not be wasted.

Explaining that the flagship programmes have been launched under a policy of the Government of India and necessary fund are being provided with the State Governments concerned as implementing agencies, the Chief Minister observed that there is the need to monitor closely whether the programmes are being implemented properly or not at the district and block level.

MPCC president Gaikhangam, Ministers, MPs and other party leaders were also present at the inaugural function of the training programme.
