Doctored seniority list fear raised

Concerns have been raised among MCS officers regarding manipulation of the seniority list, sparking fears that it may unfairly impact their chances of promotion to IAS cadre.
Reportedly, there are five vacant IAS posts in Manipur now and the Government of India (GoI) has advised the State Government to send recommendations to fill these posts.
According to a well-placed source, the Government of India is likely to fill the five vacant IAS positions from among senior MCS officers soon with two officers from the 1999 Sub Deputy Collector recruits.
The frontrunners for IAS promotion among MCS officers are Luckyson Ngamsha Kashung, A Romit Devi, K Bono Singh, and Kh Lalmani Singh and the seniority list for these four officers are in order, said the source and added that the issue lies with the fifth person in the seniority list.
Reportedly, promoting MCS officers to IAS rank in Manipur has been issue-free until now.
However, filling the current five IAS vacancies based on the 2022 seniority list may lead to errors.
Some MCS officers claimed that sending a recommendation based on the seniority list of MCS officers published by the State Government's Department of Personnel and Administrative Reforms on February 10, 2022, could lead to a significant error.
They alleged that the seniority list of MCS officers published by the State Government is flawed, with some officers being incorrectly placed lower positions while ethers have been elevated to higher positions than they should be.
They added that they had filed a writ petition with the High Court of Manipur, seeking to nullify the seniority list of MCS officers issued on February 10, 2022 .
According to them, the current seniority list places some officers who were promoted to MCS from SDC (1999 recruits of the Revenue Department) and are eligible for IAS promotion below their juniors.
The MCS officers requested that the authorities ensure a clean and transparent process for recommending promotions to IAS to boost bureaucratic morale.
Notably, the High Court of Manipur had on July 7, 2022 stayed the seniority list of MCS officers published on February 10, 2022 .
