MHRC takes cognizance of alleged police inaction & intimidation

The Manipur Human Rights Commission (MHRC) has taken suo motu cognizance of a complaint alleging serious police misconduct, including refusal to register First Information Reports (FIRs), coercion, abuse of authority, and intimidation in Thoubal district.
The commission has registered the matter as a case under Section 12 of the Protection of Human Rights Act, 1993 .
The complaint, filed by 19-year-old Ningthoujam Alenta, alleged that police refused to register FIRs for two separate assaults on her mother and minor brother, and instead resorted to coercion, abuse of authority, and intimidation.
According to the complaint, Alenta's mother was assaulted on December 13, 2025, but police at Heirok Police Station refused to register a complaint.
The accused paid a nominal amount for medical expenses, but the police allegedly pressured Alenta to settle the matter through a compromise.
A second incident on January 1, 2026, involving the assault of Alenta's minor brother, was also met with police inaction.
A case was only registered after intervention by the Manipur Commission for Protection of Child Rights.
The complaint further alleged that the Investigating Officer refused to accept evidence, verbally abused Alenta, and that officials from Heirok Police Station threatened her family with false implication in militant-related cases if they pursued their complaints.
The Additional Superintendent of Police, Thoubal, also allegedly accused Alenta of making false allegations against police personnel.
In light of these serious allegations, the Acting Chairperson of the MHRC, Kangjam Khagendra Singh, has issued a notice to the Director General of Police, Manipur, calling for a report within three weeks.
The DGP is required to submit a status report indicating whether FIRs have been registered in connection with both alleged incidents.
The matter is listed for further orders on February 26, 2026 .
