PUCL report lambasted

Imphal, August 25 2025:
The report of the Delhi based People's Union for Civil Liberties (PUCL) on the Manipur conflict is nothing but a clear attempt to sow discord among the communities and cause communal tension in the State, social worker Shanjoy Ahanthem has said, urging the High Court of Manipur to take up a suo-motu case for action against the union and the "half-baked report" .
Notably, the People's Union for Civil Liberties (PUCL) had published "Independent People's Tribunal on the Ongoing Ethnic Conflict in Manipur"--a 694-page report on the Manipur crisis at the Press Club of India.
While the report is clearly biased and incomplete, it is factually wrong, Shanjoy Ahanthem.
On Chapter 1 Para 3 of the report, it put the entire blame of the conflict on the Meiteis, he said.
Shanjoy said, "It wrongfully claimed that the violence on May 3, 2023 was started by Meitei militants, naming Arambai Tengol and Meitei Leepun, and gave clean chit to the other side claiming the Kuki-Zo people were only retaliating for the attacks on the members of their communities in the valley".
The release of such a factually incorrect and biased report at a time when Manipur is slowly limping back to normalcy is a clear attempt to flare up communal tension and deepen the discord between the communities, Shanjoy said.
The report has the potential to disturb the law and order situation and cause communal tension.
The High Court of Manipur, therefore, may take up a suo-motu case and give necessary directions to the organisation to rectify the report, said Shanjoy Ahanthem.
Manipur has over 30 ethnic groups who have been coexisting peacefully for years.
However, some mainland media houses and organisations seem to be pushing for creation of division among the ethnic groups and dismantling the aged culture of peaceful coexistence.
This is very unfortunate, he said.
