'ZEO Thoubal misinforming public regarding funds withdrawn'

The School Development and Management Committee (SMDC) of Leipaat Leikai Primary School of Khangabok under Thoubal District clarified that there is no contractor group involved in the construction of the said school.
The school was constructed by 14 member committees following Guidelines laid down by the government, where two government nominees, one Assistant Inspector and Chairman of SMDC including a DPM was appointed as the Convenor of the SMDC.
However the statement given by Arambam Anilkumar, ZEO Thoubal to local media on March 11 that fund was being misused in the name of construction of the school was very unfortunate and is an attempt to misguide the public, said Kh Shyam who is the land donor of the said school and a member of the SMDC.
In a press meet held at Khangabok Moirang Palli Playground, Kh Shyam, member of SMDC said, "To which contractor was the construction for the school awarded to and the contract work order given to which individual by the ZEO.
If there is a new EGS or Work order for the construction of the school, it should be made known to the public.
The misutilisation of funds in the name of construction and development of school has been published in different media as a complaint since 2015.The silence of ZEO Anilkumar regarding this misutlisation of funds and supporting those involved is very unfortunate.
The ZEO should contemplate regarding this" .
Shyam further said, "How can a school's construction activities and funds amounting to Rs.10 Lakhs, which has been constructed under the supervision of a committee be awarded to an employee of Veterinary Department namely N.Ramo Singh and one Y.Basanta by a former ZEO? Where is the school that was constructed as claimed by the ZEO?" He further questioned, how the two individual contractors are related to the school as mentioned by the ZEO and does the ZEO/DPO have the authority to give work order for the construction of Khangabok Leipaat Leikai Primary School and if it is included in the guidelines?" .
The land donor of the school Shyam Singh further added, "The two individuals namely N Ramo and Y Basanta, as mentioned by the ZEO has no relation whatsoever with the SMDC of the School.
It is very unfortunate to alleged and charge the land donor, which had donated the land so that there is a proper school.
To which SMDC did Assistant Inspector Joykumar handover the said 10 Lakhs Rupees which was withdrawn in a clandestine manner.
The ZEO in a bid to save AI Joykumar has tarnish the image of the land donor and urged the ZEO/DPO to work honestly instead of trying to save former ZEO Kh.Amuba, AI Joykumar and the two contractors and not to endanger the fate of Khangabok Part-III Leipaat Leikai Primary School.
The ZEO should understand the meaning of a land donor.
The ZEO denied entry to his office when they went to his office to complain and even threatened of arresting them with an FIR.
If no actions are taken to those involved within 30 days, the donated land will be taken back and the funds used in the construction of the school by the SMDC will be given back to the government and the land will be used for General Public usage.
It is very unfortunate that such unwanted incident should happen and is like a black smear to "School Fagathansi Mission" where Chief Minister Nongthombam Biren and Education Minister, S Rajen has been working relentlessly for the improvement of education sector in the state, Shyam Singh said in the press meet held at Khangabok Moirang Palli Playground.
