TYCM in stir mode over unpaid arrears

The Tribal Youth Council Manipur (TYCM), General Headquarters, has called on the state government to expedite disbursal of the long-overdue 7th Pay Commission arrears to employees of the Autonomous District Councils (ADCs), warning that failure to act could invite agitation.
In a statement, the TYCM expressed strong dissatisfaction over the government's failure to disburse arrears due from April 1, 2019 to March 31, 2023, despite the implementation of the Manipur Services (Revised Pay) Rules, 2019 .
These rules, following an Office Memorandum (OM) issued by the Finance Department on July 28, 2018, had fixed the effective date of the 7th Pay as January 1, 2016, with actual implementation from April 1, 2019 .
However, a subsequent OM dated December 8, 2021 noted that the Cabinet had re-evaluated the matter in light of financial constraints.
As a result, it decided that ADC employees would receive the 7th Pay benefits only from April 1, 2023, without notional effect, it pointed out.
The TYCM emphasised that the 6th Pay Commission benefits had been extended to ADC employees from January 1, 2006 and insisted there should be no ambiguity regarding their eligibility for the 7th Pay benefits.
The Council argued that withholding these entitlements undermines the constitutional Right to Equality and risks fostering division among the state's diverse communities.
According to TYCM data, around 8,000 employees are currently serving under various ADCs, playing a critical role in the development of tribal hill areas across Manipur.
The TYCM urged the government to rectify the injustice without delay.
