Effective DISHA committee must for development: Dr Bimol

An effective District Development Coordination and Monitoring Committee (DISHA) will ensure efficient and time-bound development, MP Dr Angomcha Bimol Akoijam has said.
He said this during a meeting of the Imphal East DISHA he chaired at the Panchayat Bhavan, Porompat today.
DISHA is a Government initiative that seeks to promote participative governance and deliberative democracy.
At the meeting, Dr Bimol said DISHA committee meetings must be held quarterly to ensure proper review and smooth progress of all development activities in the district.
A DISHA meetings are participated by officials of different Government Departments in a district.
Dr Bimol, who is the chairperson of the Imphal East District Development Coordination and Monitoring Committee, said timely conduct of the meetings of the committee is a must for bringing development in the district.
To be an effective committee, there must be good coordination among the different Departments in the district, he said.
A lack of proper coordination between the Departments would hinder development projects, he added.
Explaining, Dr Bimol said the Water Supply Department digging up a newly constructed blacktopped road for laying pipeline shows a lack of coordination between the Departments before the execution of the works.
Imphal East district has more rural areas, and as such, efforts must be put in to effectively implement MGNREGA, he said.
"MGNREGA has not been implemented fully in Manipur.
The State is unable to ensure 100 man-days a year to MGNREGA job card holders.
Some places have as low as 40 man-days in a year," Dr Bimol said, emphasising the need for implementing the scheme effectively.
Imphal West DC Mayanglambam Rajkumar, who is also in-charge Deputy Commissioner of Imphal East attended the meeting.
During the meeting, M Rajkumar expressed that the DISHA meeting will be able to monitor and review all Government schemes being taken up by different Departments in the districts.
Khundrakpam AC MLA Thokchom Lokeshwar, District Level Officers and officials of different Government departments attended the meeting, which will continue tomorrow.
