Spurned DPC-faced teacher aspirants file case

Imphal, May 03 2011: Gauhati High Court has issued a notice to the Government of Manipur to declare the results of the DPC conducted in 2006 for recruitment of Primary teachers, Hindi primary teachers and Hindi Graduate teachers within four weeks.

Acting on a writ petition filed by All Manipur DPC Faced Candidates' Association, 2006 of Primary Teachers, Primary Hindi Teachers and Hindi Graduate Teachers, a Single Bench of the Gauhati High Court comprising Justice T Nandakumar Singh has issued the notice.

The Association had filed a writ petition in the Court praying for directive to the Government of Manipur to declare results of the DPC.

Addressing a press conference in this regard at his chamber at Uripok today, Advocate Ashangbam Jagjit, who is appearing in the case on behalf of the petitioners, said that the writ petitioners prayed the High Court to issue a writ of mandamus directing the respondents comprising the Chief Secretary of Government of Manipur, the Commissioner of Education (S), Commissioner of MAHUD/Revenue and Director of Education (S) to declare or publish the final results of the DPC immediately in consonant with the findings or report of the Inquiry Committee.

Furthermore, the petitioners are praying to show case as to why the Inquiry report of the Committee constituted for the purpose of finding out the irregularities, illegalities, impropriety has not been submitted in time and also to show cause why such an undue delay has been caused in submitting the same.

The writ petition also prayed for passing such other order or direction to the respondents to waive the upper age limits of the petitioners for the purpose of getting employment in future for the ends of justice, Advocate Jagjit informed.

He explained that the present issue has come about after the pending selection list of the candidates was leaked out and published in a local newspaper but was declared unofficial and invalid by the Government.

Subsequently, the State Government instituted a enquiry committee to look into the irregularities involved that led to the publication of the results unofficially and the Chief Minister announced that the results would be declared only after the enquiry committee headed by the Chief Secretary submitted its report.

The report of the committee was supposed to be submitted within 15 days.

But even after a lapse of about 10 months, the report has not been submitted without any valid reason, thereby causing undue delay and apprehension in the minds of the candidates some of whom have across the upper age limit for applying other Govt jobs.

Under the office memorandums of 1991, 1994 and 1995 of the Govt of Manipur issued by its former Chief Secretary DV Goswami, every DPC results should be declared within 2/3 days, the Advocate pointed out.
