Imphal, March 04 2020: Self styled Chairman of Kangleipak Communist Party (KCP) People's War Group (PWG) and his associate were brought back to Imphal from New Delhi today morning.

Chairman of KCP (PWG) Laishram Mangoljao alias Lamyanba Khuman alias Hirchandra alias Pibarel alias Jagadish Koirala alias LK alias Shamu s/o Mano of Awang Khunou Mayai Leikai and his associate, Hijbur Rahman alias Ithemcha Lokhon alias Boby s/o Md Babu of Sora Maning Leikai were produced today afternoon at SP Imphal East conference hall and briefing media persons, SP Haobijam Jogeschandra said that the duo are involved in many anti-National activities as well as many unlawful activities and extortion in Manipur.

A cash reward of Rs 1 lakh was also declared for the arrest of Laishram Mangoljao by SP of Imphal West and CJM Imphal East had even issued a non bailable warrant against him in connection with a case taken up by Irilbung Police, Imphal East.

The SP said that a team of Manipur police, led by Roni Mayengbam, Additional SP (Ops) Imphal East, working with a team of South Western Range, Special Cell of Delhi Police, under his supervision and overall guidance of Clay Khongsai, IGP Zone 1, arrested the duo from near Nirankari Satsang Ground, Burari area of North Delhi, on March 1.The SP informed that the two individuals are involved in several activities like lobbying of hand grenade, shoot outs, killings, planting of bombs, running an extortion network by intimidating businessmen and politicians etc, and even banned Catholic Schools in the State.

He narrated that acting on specific information, a request was sent by Manipur Police to South Western Range, Special Cell of Delhi Police for arresting the KCP (PWG) chairman and his associate.

After information was received that Laishram Mangoljao and Hijbur Rahman would come to Burari area to scout some hideouts for themselves and other members of the organization, a trap was laid near Nirankari Satsang Ground, Burari, North Delhi on March 1.Accordingly, the duo were detained and two mobile phones with SIM cards of Nepal and containing letterheads of KCP and several audios/videos/chat etc and a railway ticket were seized from their possession.

Thereafter, they were detained by Delhi Police and on the next day, March 2, they were arrested from Janakpuri PS in connection with the case registered against them at Irilbung PS.

A prayer was submitted before the Chief Metropolitan Magistrate by SDPO of Porompat, N Suraj, explaining that both individuals are wanted in the case and sought transit remand for five days (till March 7) which the Chief Metropolitan Magistrate granted.

The SP further mentioned that Laishram Mangoljao alias Lamyanba Khuman was born in 1977 at Imphal West and his father was a cattle trader.

He passed class 10 from a Government school in his village and after getting married, he came in contact with one Boy, Laibakmacha and Manaoton and thereafter he joined KCP Leibakmacha faction of KCP (PWG) in January 2006.By the end of 2006, the head of their organization was arrested by police after which Lamyanba Khuman shifted his house to Nepal and started his activities and extortion through his associates in Manipur.

He took reign of the group in 2019 and recruited many people to spread his area of action.

On the other hand, the SP informed that Hijbur Rahman was born in 1990 in his native village at Sora and he studied up to class V in a Government school.

Hijbur Rahman used to indulge in many fights with his village mates and as such he was often threatened of dire consequences by those he fought.

In order to flex his muscles, he joined KCP (PWG) and soon become one of the closet aides to the commander.

He works from Bengaluru and had come to New Delhi to set up a base for the organization, the SP added.
