Imphal, April 21 2025:
A memorandum has been submitted to Governor Ajay Kumar Bhalla today to initiate a high level inquiry into the mysterious death of Khangembam Priyaluxmi Devi in Delhi.
The memorandum, submitted by the JAC Against Brutal Killing of Priyaluxmi Devi Khangembam, urged the Governor to rope in an independent authority or a Central investigative agency to conduct the inquiry.
It sought immediate arrest of all suspects involved in the case, and urged the Governor to engage with the Delhi Police and the Government to ensure unbiased investigation and swift justice.
The JAC further urged the Governor to ensure protection and legal support for the family of the deceased during the course of the investigation and trial.
Kh Priyaluxmi (20) was the daughter of Kh Jadumani Singh and Kh Mamta Devi of Ngaikhong Siphai Maning Leikai, Bishnupur district.
According to a preliminary report of the Delhi Police, Kh Priyaluxmi allegedly committed suicide by jumping off the terrace of a building where she was staying in the Sunlight Colony on April 19 .
Meanwhile, the JAC, in the memorandum, said it rejects reports claiming the death was caused by suicide.
Priyaluxmi was a bright and ambitious individual.
She had moved to Delhi in pursuit of her academic and professional aspirations.
However, her promising journey was cut short by an act of unimaginable cruelty.
The circumstances surrounding her death remain unclear, and there are strong suspicions of foul play, said the JAC .
"Despite the gravity of the incident, we are deeply pained to note that the investigation being carried out by the Delhi authorities has been sluggish, lacking transparency, and unsatisfactory to the family and the people of Manipur," said the JAC .
A delay in delivering justice is not only an injustice to the deceased and her grieving family but also sets a dangerous precedent for the safety of Manipuris and other Northeastern individuals living in metropolitan cities across India, said the JAC, seeking his immediate intervention in the case.
Condemning violence against women from the North East in the metropolitan cities, the JAC urged the Governor to take measures to prevent such incidents in the future, and set up support cells in the cities.
