Home Department kick-starts police re-structuring process

Imphal, September 29 2013: In order to plug in all the loopholes and lapses in the functions of Mani-pur Police which seem to be plaguing them, the Home De-partment has initiated several intensive measures.

According to a close aide of Deputy Chief Minister Gaikhangam who is also in charge of Home Department, the Home Minister feels that the existing condition of Ma-nipur Police looks like a train which has fallen off its track.

Dismayed over such sorry state of affairs, the Home Mi-nister initiated a process to plug all the existing loopholes and lapses with a vision to make Manipur Police a people-friendly force.

Although the total strength of VDF personnel, police personnel, MR personnel and IRB personnel has reached 35,000, the Home Minister feels that Manipur Police is like a train which is running of its track for there is no manpower planning coupled with irregularities in deployment and issuance of vehicles.

In short, the Home Minister felt that Manipur Police was driven by a dysfunctional system.

Soon after taking over Home Department, Gaikhan-gam declared to bring a com- plete transformation in police department in order to make it a people-friendly force.

Since then, Gaikhangam has been working in this direction, claimed the aide.

In continuance of his efforts to streamline police de- partment, Gaikhangam has launched a campaign of visiting MR and IRB battalions with a view to elicit opinions and suggestions of both high-ranking as well as subordinate officers with regard to his po-lice reformation plan.

As a part of his campaign, Gaikhangam accompanied by DGP MK Das visited 1st Bn Manipur Rifles yesterday morning and interacted with officers of all ranks separately.

Keeping out the DGP and 1st Bn MR CO Radheshyam, the Home Minister listened to the difficulties and wishes of MR personnel starting from lowest ranks up to the rank of JCO.

After the MR personnel were made to present their tales of woes and wishes freely and frankly, the Home Minister assured to take up all possible measures in order to address their woes and fulfil their wishes.

After this, the Home Minister held a meeting with higher ranking officers of the battalion at the CO's office and advised the officers to discharge their duties efficiently and diligently.

After the meeting, the Home Minister had his lunch together with MR personnel of all ranks at the battalion headquarters.

It is reported that Gaikhangam would visit and interact with MR and IRB personnel posted in different battalions located in the valley area, even if the same campaign is delayed for sometime for MR and IRB battalions located in hill districts.

Moreover, Gaikhangam is determined to pay similar visits to the offices of all SPs of different districts, said the source.
