Lok Sabha Member Dr Bimol Akoijam has asserted that the large scale violence which took place in Manipur and the complete breakdown seen today happened during N Biren's time as Chief Minister and Home Minister.
Reacting to a speech given by ex-Chief Minister N Biren at Konthoujam on Sunday, Dr Bimol said that it will remain in history that Manipur suffered complete breakdown during N Biren's time as the Chief Minister.
Speaking to media persons at his Keishamthong residence today, Dr Bimol said that the killing of hundreds of people, disappearance of dozens, displacement of tens of thousands of people and destruction of properties worth thousands of crores of rupees, all happened when N Biren was serving as the State's Chief Minister and Home Minister.

Reacting to the former Chief Minister's derisive comment for speaking in English to an Army officer, the MP said "I went to Phougakchao Ikhai to tell the whole world that Government officials were creating zones on communal lines and talked with an Army officer in English during the visit.
But the exChief Minister derided me for speaking English", he remarked and countered, "Would it have made sense to talk to the Army officer in Meiteilon?".
Had N Biren performed his duties sincerely and boldly as a leader of the State, many precious lives and properties could have been saved.
Moreover, the crisis might not have deteriorated to the present situation, he said.
It is a fact that it was during N Biren's time around 60,000 people were uprooted from their homes and displaced.
It was lack of administrative efficiency on the part of N Biren and his inability to act boldly as a leader which forced a large number of people to live in relief camps, Dr Bimol said.
This portrayed Manipur as a State bereft of dignity which cannot use the powers guaranteed by the Constitution but only follows the Centre's instructions, the MP said.
Dr Bimol said that the Union Government was using N Biren as a facade to disintegrate Manipur.
Even if there were mistakes in the past, it was his duty as the Chief Minister of the State to protect the people, Dr Bimol said.
Now it is evident that the ex-Chief Minister was pretending to care about the IDPs and he was only shedding crocodile's tears, the MP said.
Minutes of a State Government meeting held on July 12 say that the exact number of the displaced people, partially displaced and fully displaced families are vague.
This proves that the ex-Chief Minister was only pretending to care for the IDPs, he remarked.
Out of Rs one lakh promised to each displaced family, the first instalment of Rs 25,000 has been released but there are many families which have not received even this first instalment.
The remaining sum of Rs 75,000 has not been released yet, he said.
All these point out that there is no coherent policy for the IDPs, the Government never took the issue of IDPs seriously and its approach was quite casual, the MP remarked.
"The ex-Chief Minister's derision about my visit to Phougakchao Ikhai and the claim that he had visited the same place was very childish", Dr Bimol said before asking N Biren whether he is able to go to Churachandpur or Kangpokpi or Moreh.
He then reminded how N Biren turned back midway on his way to Koutruk on September 5, 2024 at a single phone call from Amit Shah.
Likewise, Biren cancelled his trip to Jiribam following a few gunshots, Dr Bimol said.

He then appealed to all the people, particularly youngsters, to keep in mind that speaking English is necessary if one has to go to international markets.
Dr Bimol said that he is ashamed over N Biren's claim that he protected the people day and night for two years.
It was because of his failure to protect the people, that village volunteers came forward and took up arms, he said.
The ex-Chief Minister speaking as if he protected the people smacks of sheer irresponsibility, Dr Bimol remarked.
On the War on Drugs, the Congress MP said that they fully support the campaign but the Government is not sincere enough.
He also called upon all the people's representatives to leave aside personal and political differences and deliberate on the idea of Manipur.
Dr Bimol said that he sent invitations to the representatives on October 18 for a discussion on the idea of Manipur but none of them came.
As if they don't have any public etiquette, they did not even send letters of regret, he added.
Saying that there is still time, Dr Bimol proposed a deliberation among the people's representatives on the idea of Manipur either publicly or behind closed door.
"Either the ex-Chief Minister may initiate such a move or I may resend invitations.
I have no problem with either of the two choices", Dr Bimol said.
Calling for a stop to such mudslinging, the MP said that he would not make such responses in future as far as possible.
Let the public morality and consciousness judge what has been exchanged, he added.
