Meet on war crime and crime against women

The fact that the Manipur Human Rights Commission (MHRC) has been invalidated in the State for the past several years shows that violation of citizens' rights in the State is not viewed seriously.
In order to keep strict vigil on human rights violation, the Govt should revive the MHRC at the earliest, said All Manipur Working Journalists' Union (AMWJU) President, Wangkhemcha Shamjai.
Shamjai was speaking as the resource person of a public meet on War Crime and Crime Against Humanity organised by United Club Organisation, Konthoujam and Konthoujam Meira Paibi at Konthoujam Kangjeibung today.
W Shamjai also said that the cry for human rights violation in the State is dwarfed by issues relating to water and electricity at the Centre.
Advocate Rabi Khan said that instead of repealing AFSPA, the concerned heads of the State are modernising the police under the AFSPA's shade.

Chinglen Meisnam, Asst Prof of MU observed that some people of the State have become adaptive to the brunts of AFSPA and AFSPA related issues have become non-issue which on the other hand manifested in the form of increased crimes of various forms.
Although Manipur is next only to Assam in the crime graph, the level of framing chargesheet is very low, he said.

Several recommendations for removal of AFSPA in the State were adopted during the public meeting.
Urging the Chief Minister and Dy CM to press the Prime Minister and Sonia Gandhi for repeal of AFSPA; to urge India to rectify and implement UN Security Council Resolution of Rape as an Instrument of War adopted in 2008 are amongst others recommendations of the meet.
It also called upon both the armed forces and armed non-state actors to respect and implement International Humanitarian Laws, Geneva Conventions 1949's common Article 3 and Additional Protocol II of 1977 .
