As a part of its agitation on several de-mands, the Manipur University Teachers Association (MUTA) executive committee in its meeting held on Sep-tember 24 has decided to launch Non-Cooperation Movement with immediate effect as Prof HNK Sarma, the Vice-Chancellor allegedly failed to fulfil many of the demands of the Association as well as his (Prof Sarma's) non-changing attitude of 'autocratic style' of functioning.
The non Cooperation will cover everything except the normal teaching and examination activities of PG classes and Ph D Course works of the University, said a statement issued by MUTA.
The Non-Cooperation Movement will continue till October 31 or otherwise total boycott of the Vice-Chancellor will be launched if demands are not fulfilled by then, according to the statement.
The demands of MUTA included amongst others implementation of HAG scale, appointment of Pro-Vice-Chancellor, Finance Officer, Controller of Examinations, various Directors, filling of faculty positions.
As per the letter dated September 25, 2013 received from the office of the Vice- Chancellor, the Manipur University Teachers' Association strongly believes that the matter for appointment of Pro Vice-Chancellor be placed in the 19th Meeting of Executive Council to be held on September 21, 2013, the MUTA statement said.
Pointing out that the Sixth Pay Revision was implemented in 2008 when Prof HNK Sarma was the Pro Vice-Chancellor, the MUTA regretted that all the eligible retired professors would have enjoyed the same had the HAG Scale was implemented by 2008 and it would be a matter of proud that MU has so many professors in the HAG scale.
As the same is not implemented till date, the University Authority, in particular the Vice-Chancellor is denying the benefits to the learned professors, the MUTA statement charged while adding that the same will also happen to all the retiring faculty members/professors, which is unfortunate.
The Association has already expressed its dissatisfaction on the delay of implementing this scheme.
The recent nomination of one Director in-charge as a member of the 3rd EC of Manipur University violates the Constitution of the 3rd EC under Section 23(2) read with amended Statute 11 of MU Act 2005, it alleged.
Urging the Vice-Chancellor to look into the matter and act accordingly in the interest of the University, MUTA said that everybody would agree that any Head/Director in-charge would not be treated at par with regular Head/Director.
"It is clearly an autocratic style of functioning of the Vice-Chancellor," it stated.
The statement also recalled the case of three teachers of the University nominated by the Chancellor, on the recommendations of the Vice-Chancellor, for the constitution of 3rd EC, regarding which the Vice-Chancellor claimed in the press that he had not violated the University Act.
"Now the Association questions the Vice-Chancellor whether he has violated the Act or not?" .
In this light the Association is compelled to inform the office of the Visitor, HRD Ministry and others to streamline the overall functioning of the University, it added.
