Discrepancies mar MPCB projects

Discrepancies and irregularities have marred nine different schemes taken up by the Manipur Pollution Control Board (MPCB) at the cost of Rs 64 lakhs.
A reliable source informed that Rs 64 lakhs were sanctioned by the Central Pollution Control Board (CPCB) set up under Ministry of Environment and Forest of the Government of India to MPCB for nine different schemes during the 11th Five Year Plan period.
The schemes for which the amount was sanctioned included ambient air quality assessment (sanctioned amount Rs 4 lakhs), noise level monitoring (sanctioned amount Rs 6 lakhs), assessment of vehicular pollution (sanctioned amount Rs 6 lakhs), industrial pollution control (sanctioned amount Rs 6 lakhs), management of urban waste (sanctioned amount Rs 8 lakhs), air laboratory management (sanctioned amount Rs 10 lakhs), data base management (sanctioned amount Rs 8 lakhs), mass awareness programme (sanctioned amount Rs 8 lakhs) and state specific issues (sanctioned amount Rs 8 lakhs).
These schemes should be executed by MPCB within specific periods and due utilization certificates submitted in time.
However, a CAG audit team detected discrepancies and irregularities in the execution of the nine schemes.
Neither of these schemes were executed within the specified period nor any utilization certificate submitted in time.
Taking serious note of this failure, CPCB sent a written intimation to the MPCB.
In its written intimation, the CPCB asked the MPCB to furnish progress/final reports as well as utilization certificates on or before February 15, conveyed the source.
