Second House session from June 27

The second session of the 10th Manipur Legislative Assembly would be held from june 27 till July 13.decision to hold the 17 days session was taken at a meeting of Assembly Business Advisory Committee held today at the speaker's chamber in the new Assembly Building at Chingmeirong.
The meeting presided by the Speaker Th Lokeshwor was also attended by the Chief Minister O ibobi, Law and Legislative Affairs Minister Th Debendra, and MLAs L Ibomcha (NCP), Dr I Ibohalbi (AITC), K Thamarjit (MSCP) and Dikho (NPP).
It is informed that the second session will have a total of 12 sittings out of which Government bills would be placed before the Members on July 6 and 10 .
While the opening day will conclude after obituary references the second day will have deliberation on the Governor's report placed before the house on the opening day of the previous session.
As per schedule worked out by the Business Advisory Committee, July 2 will figure presentation of Budget Estimate 2012-13 with the next day reserved for discussion of the Budget Estimate.
It has also been decided that remaining days of the session will have deliberation and subsequent approval of the house on Demands for Grants with the Committee also deciding to have discussion on atleast six to nine demands each day.
even though the third term of the O Ibobi Singh-led Government had been mulling over appointment of Parliamentary Secretaries from among ruling party members, there is still no clarity on whether the issue would figure at the forthcoming Assembly session.
Similarly there is no confirmation on whether or not election would be conducted to fill up the vacant post of Deputy Speaker.
In a significant deviation from the past practices, there would be no Leader of the opposition in the 10th Manipur legislative Assembly with experts pointing out that with the exception of the ruling Congress, no other political parties have 15 or more legislators in the House.
Moreover, lack of consensus on the issue of Leader of the Opposition among the opposition political parties signifies that in this term the House would function without the Opposition Leader, explained the experts.
For the second session of the Assembly, seating arrangements for the Opposition Bench would be based on seniority as well as protocol of the opposition MLAs.
