Chief Minister O Ibobi has stated that all the difficulties that may come along the way of developing Manipur and make Manipuri society a civilised society should be overcome.
Speaking at the occasion of the inauguration of a consultative workshop on the proposed Municipal Laws and Bye-laws organised by Municipal Administration, Housing and Urban Development (MAHUD) Department of the State Government at the Banquet hall of Ist MR here today, the Chief Minister observed that for proper development of Imphal city, Municipality areas and other smaller towns under the Nagar Panchayats as part of the Jawaharlal Nehru Urban Renewable Mission launched by Prime Minister Dr Manmohan Singh in 2005, amendment of the existing Municipal laws to incorporate some new laws an by-laws is essential.
However, before enacting the proposed laws and bylaws into an Act, there is the need for the Municipal and Nagar Panchayat councillors to thoroughly discuss and understand the matter, he said.
For successful implementation of the Mission in Manipur, it is the responsibility of the councillors to make the people understand that as a process of enacting a law they are bound to face some difficulties.
Nonetheless, all these difficulties have to be overcomed so as to make Manipur society a civilised society, he added.
To develop and keep Imphal city and other smaller towns neat and clean, people need to be educated and enlightened on such related laws, the Chief Minister said, adding that until proper regulation of a system is put in place nothing is going to work even if there are a large number of employees in the Imphal Municipal Council.
While informing that the Government has already sanctioned the required fund for setting up a solid waste garbage disposal plant for Imphal city at Lamphelpat, the Chief Minister assured that the Government would also take up necessary measures for setting up similar garbage disposal plants in other Municipal and Nagar Panchayat areas.
In his presidential address, PDA Chairman, MLA Dr Loken pointed out that collective efforts and understanding of all the people is essential for keeping a city neat, tidy and clean.
He also advised the local bodies not to lease out land or issue licence without any proper verification so as to avoid causing inconveniences to the movement of the people.
Giving the key note address of the workshop, Chief Town Planner N Geetkumar said that in order to implement JNURM in Manipur, two State-level reforms, namely community participation law and community disclosure law, are being mooted.
Besides, these two reforms, two by-laws related to keeping the towns neat and clean would be considered.
The main clauses of the two by-laws related to the role and responsibility of the people and the Municipality in keeping the town clean and the fine to be imposed in the event of violating the laid down rules.
