Police have confirmed that Tongbram Ibungomcha Singh of Thanga, who along with four others were picked up by Assam Rifles from Phumlou area of Bishnupur district on March 7 was under the Assam Rifles custody till March 24.Mention may be made here that the Manipur Human Rights Commission (MHRC) on receiving a complaint from one Randhoni Devi elder sister of Ibungomacha, had intimated to the DGP on March 11 asking the latter to execute everything possible to ensure safety and security of the arrested youth.
Randhoni Devi had complained that her younger brother Ibungomacha (20) was picked up by army personnel from Phumlou area on March 7, 2004 without issuing arrest memo.
In this regard police had submitted its report on March 28 before the MHRC.
Based on report submitted by the Officer-in-Charge Lamshang police station, the Assam Rifles personnel rounded up five youths from a shop cum residence located at Phumlou Mamang Leikai.
When examined, the owner of the house stated that five youths two of whom were named as Kh Ranjan Singh (18) and Ph Robi Singh of Phumlou were picked up by Assam Rifles personnel and taken towards Loitangkhunou area.
During further inquiry it was revealed that out of the five, four were released on different dates, the police report said.
Two of the released youths Ranjan and Robi confirmed that they along with Ibungomacha and two others were picked up by four AR personnel.
The two stated that they were released in the evening of March 9 from the AR post located at Loitangkhunou.
On further inquiry it came to the conclusion that the two others with the exception of Ibungomacha were released on March 24 from the same AR post located at Loitangkhunou.
