UCs of Rs 5997 crore not submitted

Utilisation certificates (UCs) of Rs 5997 crore for several projects implemented by different departments of the State Government during the past 14 years with assistance from the Central Government have not been submitted .
Moreover, Rs 1609 crore were kept as AC Bills without converting the amount into DCC Bills .
Meanwhile, the State Finance Department has given its approval to release salaries of Government employees from October 16 in view of the Ningol Chakkouba which falls on October 21 .
The State Government is now facing series problems in seeking financial assistance from the Centre as UCs of Rs 5997 crore for different projects implemented with the assistance of Central Government from 2003-04 till March this year have not been submitted .
Moreover, Abstract Contingent (AC) Bill of Rs 1609 crore used for different purposes by different departments were not converted into Detail Countersigned Contingent (DCC) Bill starting from 2003-04 .
Deputy Chief Minister Y Joykumar who is also in charge of Finance Department today held a meeting with officials concerned and deliberated on non-submission of UCs and non-conversion of AC Bills into DCC Bills .
The failure to convert AC Bills into DCC Bills and submit UCs during the past 14 years reeks of a strong possibility of misuse of funds, informed a source .
Nonetheless, the Deputy Chief Minister has instructed all the departments/officials concerned to submit necessary UCs and also to convert AC Bills into DCC Bills by November 30 .
In case the same could not be done, necessary action may be initiated against the erring officials .
Meanwhile, the Chief Secretary held a review meeting for proper implementation of Central sponsored schemes .
On the other hand, Finance Department has directed other departments to draw up project proposals when they intend to take up.
