Even as the dust kicked up by the controversy over appointment of 125 teachers on the sly in the District Council schools under Tribal Development Department is yet to settle down, yet another case of sly appointment has come to light in the Manipur Legislative Assembly where over 20 employees have been recruited on contract basis despite the ban imposed on appointment in Government Departments.
A reliable source said that more that 20 persons have been appointment in the Manipur Legislative Assembly on contract basis in violation of the memorandum of under standing (MoU) signed between the Union Finance Ministry and the State Government.
The MoU was signed with a view to bail the State out of its financial crisis.
Such a sly appointment has proved to a burden on the State exchequer, which is in the doldrums, said the source.
According to the source, 16 of the employees were recruited in October, five of them in November and one in December this year.
When The Sangai Express contacted the Assembly Secretary Chourjit, he admitted that employees were appointed on contract basis, in the Assembly Secretariat.
But he asserted that it was done out of necessity.
All these appointments have the due UO of the State Finance Department, he said, while disclosing that three Computer Operators were appointed in November month on contract basis for a period of three months.
Some other appointments were made in compliance with Court order, he said, adding that the service period of some of the contract employees who joined their respective posts in October and December would also be extended if required, he added.
According to another reliable source, appointments on contract basis are also being made in other Departments of the Government.
