Tribal youths demand separate budget for hills

Tribal Youth Council Manipur (TYCM) demanded the implementation of the provision of Article 371C of the Constitution and to produce separate budget for the hills in the ongoing assembly.
In a press statement, TYCM President M Tolkham Maring said that TYCM had already submitted open letters twice to the Hill Areas Committee (HAC) which includes details of power and functions, and its responsibilities in the Administration of Hill Areas in Manipur that Article 371C enshrined in the Constitution of India, and the "The Manipur Legislative Assembly (Hill Areas Committee) Order, 1972" made by the then, President of India VV Giri, contains Special Provisions with respect to the State of Manipur.��TYCM alleged that on June 20, 1972 Article 371 (C) has been implemented but due to non functioning of the Hill Area Committee the tribal people did not get the benefit for more than 40 years.
TYCM were unhappy that HAC still failed to perform their constitutional duties till date and remain silent in the budget session and asked why HAC are unable to prepare in the budget session even when they are constitutionally empowered.
