Amid ILP stir, Bihari youth found trying to grab State MBBS/BDS quota

"How can a youth born and brought up in Bihar state, and passed his class X and Class XII examinations in Bihar get selection under the MBBS/BDS quota of Manipur state?" Amid the strong public movement for implementation of Inner Line Permit system in Manipur to save the indigenous people from rampant influx of outsiders, a Bihari youth has reportedly tried to grab MBBS/BDS quota of Manipur state clandestinely in connivance with some State officials.
The huge numbers of outsiders, who have uninterruptedly intruded into Manipur, have not only occupied control of financial and business affairs of the state but also begun to snatch the employment opportunities from the lakhs of unemployed youths of Manipur.
In a glaring instance of this disturbing trend, an outsider named Rajesh Kumar from Bihar is going to grab the MBBS/BDS quota meant for the educated youths of the state.
Interesting the revelation had come in the midst of statewide agitation for implementation of ILP system in the state to check the influx of outsiders into the state.
According to a statement issued by Secretary General of Vision Foundation Manipur, Rambilas Saha who had come from Bihar and staying in Churachandpur, besides enrolling himself in the electoral roll, has been conniving with officials of various departments of Manipur Government to get his son selected in MBBS/BDS quota from Manipur state.
It may be mentioned that in 2013, Rajesh Kumar was selected in MBBS/BDS entrance examination in serial no 17, but his admission was refused due to controversies on residential certificate.
In the MBBS/BDS Entrance examination 2014 again, Rajesh Kumar has been selected in serial no.15 under unreserved category (Roll no.84032895), informed the statement.
The statement revealed that as per his birth certificate, Rajesh Kumar's date of birth is 15 February 1993.However, in the residential certificate issued by Letboi Valte, Chairman of Zenhang Lamka Village Authority, it is said that Rajesh Kumar has been a permanent bonafide resident of the said village since 25 years back with his house no.105/Sl.no.30/08. According to residential certificate bearing no.DC (CCP)jdl(DOM)(11)/1189 dated 18-06-2014 issued by Additional Deputy Commissioner of Churachandpur, Rajesh Kumar is a temporary resident of Zenhang Lamka Village in Churachandpur, the statement pointed out.
Amazingly, another residential certificate issued by the same ADC of Churachandpur mentions that Rajesh Kumar has been staying in the village for more than 20 years, it added.
The point of contention is how the different officials certified in his birth certificate and residential certificate that Rajesh Kumar who was born on 15-02-1993 had been staying in the village well before he was born, stated the statement of Vision Foundation Manipur, while alleging that this may well be termed as betrayal of the people of Manipur.
According to the statement, high ranking officials of state government might be involved in the ploy for securing the MBBS/BDS seat in favour of an outsider.
At present, even after getting the offer letter, Rajesh Kumar has not done admission on the suspicion over his fake certificates, it said.
Demanding befitting actions against the errant officials of Manipur government including ADC Churachandpur and Village Chairman of Zenhang Lamka Village, the statement urged the concerned authority to immediately cancel the offer letter served to Rajesh Kumar as well as his admission into the course.
Legal action needs to be initiated against Rajesh Kumar, the statement added.
