Imphal, January 16 2016 :
Thang-meiband A/C MLA Khumuk-cham Joykishan today disrupted construction of temporary market sheds on Thangal bazar road and vandalised CGI sheets and plastic net fences erected on the middle of the road for the same purpose.
The market sheds were constructed from Ima Keithel to Kasturi bridge, along Thangal bazar road to provide temporary vending space to the displaced women vendors of two Ima Keithels which were damaged in January 4 earthquake.
Talking to reporters at the work site, the MLA said that as no contractor and engineer concerned turned up at the work site even_ after Jiis-request.
he was compelled to dismantle the fence as it blocked movement of traffic and pedestrians and gave lots of inconveniences to the public.
Joykishan said that he had asked the workers to stop construction and leave the area.
He also questioned how any work could be executed without issuing proper work orders.
Saying that the City police station OC has no knowledge about whether the concerned persons had taken permission from the authority concerned to erect fencing on the road, the MLA asked why police were not informed about the matter.
He said that the Government can't do whatever they wish without consulting/in-forming the local MLA.
He also questioned whether it is right to execute any public work without estimated cost and work order and drawing.
The MLA also said that he would file a PIL against contractors Chandra and Shanta Biren regarding the matter.
The Chief Minister's silence on the activities of the Works Minister is an insult to the people, he observed.
The MLA also questioned why the affected vendors are not temporarily accommodated at the space lying empty on the top floor of Ima Keithel.
It is senseless to block an important road which is being used day and night hy the public for emergency purposes, he said.
A group of womenfolk has lauded the MLA for his bold action stating that blocking of the road has given inconvenience to the public and shoppers.
On the other hand, another group of women has flayed Joykishan stating that his action was unwarranted.
A women vendor identified as Thingujam Rani said that the MLA has to provide vending space to 2000 women vendors of the two Ima Keithels if he has to obstruct construction of temporary market sheds at Thangal bazar.
Condemning the MLA's action, she asked him not disturb construction works in fixture.
