Imphal, March 13 2014 :
Accusing successive Congress Governments of scheming to create animosity amongst the ethnic communities of Manipur and stating that only procedural norms need to be amended for repealing AFSPA 1958 from the State, Trinamool Congress candidate for the 16th Lok Sabha election from Inner Manipur Parliamentary Constituency sarangthem Manaobi alias Khoiranthaba claimed that the Congress led UPA Government has already announced that the UNC demand for Alternative Arrangement would be conceded after the Parliamentary elections.
Speaking to The Sangai Express, IPS (Retd) Manaobi said undiluted presentation of Manipur's history and multi-ethnic composition of the Manipur society to the Indian Parliamentarians would be helpful in foiling continuous endeavour of certain sections of the society to disintegrate Manipur on ethnic lines.

Inspite of affirming that attempts of divisive elements would eventually weaken if the true history of Manipur and age-old fraternal bond between the hill and valley people could be elaborated on the floor of the Parliament, the former police officer contended that the Central Government has already decided to honour UNC's demand for Alternative Arrangement, pending solution to the Indo-Naga political issue, after the Lok Sabha election process has been completed.
Asserting that if elected to the Parliament he would ensure that the Central Government drop/review its plan/stand on Alternative Arrangement, Manaobi alleged that disunity among the indigenous people of Manipur had been one of the agenda of successive Congress Governments.
While infighting between the people belonging to the Meitei, Kuki, Naga and Muslim communities had been the agenda of the Congress Government, extinction of the indigenous people in their place of origin will facilitate the Central Government to tighten its grip in the frontier State, said the Trinamool nominee who hails from Thongju Part-II .
Even though declining to reveal much on a particular Government move to disband 1st Bn Manipur Rifles in the aftermath of the June 18, 2001 upheaval, the former Commanding Officer of the said MR battalion maintained that his appeal to the Supreme Court for annulling the Government order saved one of the oldest military establishments in the State.
It is said that present day 1st MR was actually set up as state Military police by the British Government after the 1891 Anglo-Manipur (Khongjom) War under the command one Captain CW Crawford through induction of 27 surviving Manipuri soldiers of the Khongjom battle.
Regarding AFSPA, S Manaobi, who was also Judicial Magistrate 1st Class of Thoubal and Churachandpur districts, said scrapping of the pro-military legislation could be processed within 3 to 6 months.
As Article 21 of the Indian Constitution advocates fundamental rights, including right to life, of the citizens continuous enforcing of AFSPA in Manipur contradicts principle of Article 21, explained the former Judicial officer who suggested that Parliament of india can easily redress grievance of the people of Manipur against the infamous Act.
Further stating that every outstanding issues besetting Manipur need to be tabled before the Parliament for necessary remedial measures, he pledged to adequately highlight the State's problems if the people elects him in the coming election.
In addition to Black Belt holder in Karate Budokan, functionary/member of international, national and State level karate bodies, Manaobi is also a life member of ISKCON.
