State is planning to make a ring road bus service around the surrounding of the Imphal city to deal effectively with the traffic jam in the city which government authority observed caused mainly due to the increase of population with time.
Government is planning to introduce a ring road traffic service system soon, said an official source from the state directorate of transport today citing that introduction of the service has been delayed due to the pipe lying works of the Imphal Sewerage Project in the Imphal city where pipe lying are in progress.
With the near completion of the pipe lying works in the city area, transport directorate as started considering to introduce the system within the next two months, an official of the state directorate told some reporters today.
The ring road will passed on the NH-39 on the western side of the Kangla and proceed to Keishampat and will pass Wahengbam Leikai, Nagamapal and Khoyathong to connect again with the NH-39 on the western side of Kangla fort.
Passenger buses will move round the ring road in clockwise and anti-clockwise manner.
On what way they will be keep in operation will be chalk out at the earliest, the officer said.
Considering the problem facing by improper parking places for the taxi service vehicles in the city area, the authority is also determined to make a plan to arrange proper parking places at appropriate areas of the city.
After the completion of making parking places, the presently in use parking places on the taxi vehicles on side of the NH-39 on the western side of the Kangla fort will not be there, the officer disclosed expressing hope that after then the traffic problem in the said road will be eased out.
Talking on the traffic system on the stretch of the NH-39 running on the western side of the Kangla, he further maintained that the stretch is four lanes route and separate paths for pedestrians, two wheelers, light and heavy four wheelers are distinctly keeping but due to lack of awareness among the people, the same is not apply effectively.
Apart from this, people are not following the traffic rules here in Imphal.
As such traffic police could not control the traffic effectively.
Unless people are well aware of the rules, it will no be possible to control traffic by the police
only.
In the state, passenger service vehicles are divided into three categories.
Among them stage carriers use to collect passengers by stopping at stop points.
The service of the Auto-rickshaws run by petrol is known as all round carrier.
They can move at all kinds of road.
While, contact carriers operate passenger service by collecting passenger from a certain point (parking place) only and drive straight upto their destinations.
They are not allowed to collect passengers from any points.
The controversy among the passenger service vehicles erupted when these kinds of service use to collect passenger from other points violating the rules, he maintained.
He also claimed that at the three day long joint meeting concluded today at the state transport directorate which state authorities concerns like officials of the Imphal city traffic police and private transporter operators attended, an understanding to the system have been brought about to a certain extend.
A report of the joint meeting will be drafted and submit the same to the concern authority of the state government which copies of the same will also be forwarded to the transport operators.
But till concerns are not aware of the enforcing system and rules, there cannot be effectiveness despite government try its best, he commented.
