Imphal, February 25 2019:
The All Tribal Rights Protection Forum Manipur (ATRPFM) has stated that it is very shocked to learn that the Addl Chief Secretary (TA & Hills), Manipur, issued an order on February 21, with regards to the removal of ML Markson from the post of Chairman, Autonomous District Council, Senapati and the appointed A Kapana, Member, ADC, Senapati as the new Chairman.
A press release issued by the general secretary of the association mentioned that the said order specifically directed the DC, Senapati/Chief Executive Officer, ADC, Senapati to convene a meeting giving opportunity to Kalpana to prove majority in the Council as soon as possible, which is unconstitutional and against the prevalent rules in all respect.
Claiming that the issue is a big blunder on the part of the Minister concerned and the State Government, the association alleged that A Kalpana has been given an opportunity to prove his majority without any time frame which is bias and discriminatory against the incumbent Chairman.
An exact and reasonable dateline has to be given to prove his majority or a specific time has to be given but the State Government has failed to do so, ATRPFM claimed.
Warning the Ministers and politicians from playing with autonomous body of hill people for their selfish political gains, it reasoned that ADCs are for the benefit of people as a whole, not for any particular political party or Minister or politician.
ATRPFM appealed the authorities concerned to correct the blunder and to conduct the floor test immediately without any further delay to prove majority for the post of Chairman in respect of ADC, Senapati, failing which ATRPFM would explore all possible means to fight against the unconstitutional act.
Claiming that ATRPF has nothing to do with ML Markson or A Kalpana or anybody, it stated that laws and rules have to be followed at all costs, failing which there will be constitutional breakdown and chaos in the society.
