MSSA to go on mass casual leave

Manipur Secretariat Services' Association (MSSA) has decided to go on a mass casual for three days from April 27 as demands put forth by the association are not fulfilled.
The deadline given by the association expired on Friday.
In a memorandum submitted to the Chief Minister on April 13 last, MSSA had apprised him that as per the resolution taken in the association's executive committee meeting on April 9, the State Government had been urged to fulfill the charter of demands with regard to the clearance of DA arrears, SCA payment and other components of the 6th Pay Commission.
Besides these, MSSA had demanded filling up all promotional posts and other vacancies immediately to ease manpower shortage in Manipur Secretariat.
The association has also demanded regularisation of services of all employees on contract at the Secretariat (GAD) .
As part of the demands, MSSA said there should be an increase in the number of sanctioned posts in respect of MSS to get proportionate promotional avenues, the association has demanded filling up of all the vacant posts meant for MSS cadre and an amendment to Manipur Secretariat Services rules.
Secretariat duty allowance should be paid at the rate of 10% of corresponding basic pay as agreed upon besides keeping the bench-mark in considering the promotion in respect of MSS (Manipur Secretariat Service) as done in the case of MCS, MPS etc since all are in organised services, said the memorandum.
The other demands of the MSSA include no absorption; utilization of other subordinate office' staff in the Manipur Secretariat; no reemployment/re-engagement of retired employees; vacation of non-secretariat offices from Manipur secretariat; to ensure implementation of the VII Central Pay Revision with effect from January 1, 2011; extension of benefits to all secretariat employees etc.
The mass protest casual leave has been called in collaboration with Joint Administrative Council (JAC) of All Manipur Trade Unions' Council (AMTUC) and All Manipur Government Employees' Organisation (AMGEO) .
