Social Welfare Dept formulating procedure to deal with human trafficking cases: Director

State Social Welfare Director Ngangom Uttam Singh has conveyed that the Department has initiated the process of formulating a Standard Operating Procedure (SoP) to deal with human trafficking cases in the State.
Speaking as a guest of honour in the World Day Against Trafficking in Persons observance which was organized by Department of Social Welfare, Manipur in association with Team Ujjwala and FXB India Suraksha, at Lamyanba Shanglen, Palace Compound today, the Director asserted that the Department has started the process for forming a drafting committee to formulate a SoP.

Further stating that drafting of the SoP will be initiated once the process for formation of drafting committee has been completed, the Director went on to seek suggestions and cooperation in the formulation of the SoP to ensure that it is vibrant and effective enough to deal with human trafficking cases in the State.
He also underscored the importance for partnership between Government agencies and NGOs working in the field of human trafficking towards containing the menace of human trafficking in the State.
Manipur Commission for Protection of Child Rights (MCPCR) Chairperson Sumatibala Ningthoujam, who graced the function as the chief guest, called for a collective effort of the Government, NGOs and public in fighting against human trafficking.
She said that every section of the society has their role in combating against human trafficking while observing that Government alone will not able to fight the same.
It is imperative to create awareness on human trafficking among the masses so that they will be cautious about the modus operandi which traffickers usually practice and take measures to prevent themselves from such practices, she added.
Imphal West SP K Meghachandra claimed that police sometimes are perplexed in approaching appropriate authorities to hand over victims or taking up legal proceedings in connection with human trafficking cases due to lack of a specific protocol in the State.
He exuded confidence that implementing a State specific SOP will go a long way towards dealing with human trafficking cases by police.
Pointing out that victims of war conflict like widows and poverty stricken people usually fall prey to human trafficking, he said that lack of awareness among the masses, especially among the vulnerable groups, is the main cause behind the menace.
The SP suggested that verifying the advertisements inserted in newspapers about job placements and monitoring the phone numbers enclosed in the advertisements by authorities concerned will be quite helpful in detecting human traffickers and preventing human trafficking in the State.
Former MLA and Team Ujjwala advisor N Biren Singh also attended the function as president.
Apart from launching a street play entitled "Lalonpot" to create awareness about human trafficking among masses, a brochure focusing on human trafficking was also published during the function.
