Cabinet nod to Lok Ayukta Bill

A meeting of the State Cabinet held at the conference hall of Chief Minister's bungalow yesterday evening has reportedly given its recommendation on passing of the Lok Ayukta Bill, 2011 in the state as well.
According to information received by the press, acting on the recommendation of the Cabinet, the state government has also written to Governor Gurbachan Jagat for his assent on passing the Bill in the coming Assembly session.
However, as none of the Cabinet Ministers have given any information on the yesterday's Cabinet meeting, to what extent the MLAs, Ministers including the Chief Minister would be covered under proposed Lok Ayukta Bill could not be confirmed.
In the meeting yesterday, the Cabinet had also given its recommendation to upgradation of Urban Health Centre of Thoubal to Community Health Centre; appointment of five nurses, one pharmacist, one LDC, one Male Health Worker and 10 Grade-IV employees for Thoubal District Hospital; creation of two posts, namely Additional Director General of Police and Additional Chief Secretary, temporarily for a period of two years in the Supertime scale of Rs 79,000 and Rs 80,000 respectively, sources said.
Girl raped and thrown down from building

In a shocking incident, a 10-year old girl was allegedly raped and thrown down from the top floor of a four- storeyed building at Minuthong Tilipati in Imphal East District this evening.The incident occurred at around 5:40pm.The victim has been identified as one Napicho, d/o Mohamud Tolen of Kwakta Khuman, presently staying at a rented house at Tilipati.
Tolen is a rickshaw driver.
Napicho is the youngest among four children of Tolen.
Information culled from the site of the crime said that around 5:40 pm, people of the nearby area heard the sound of something being dropped from the top floor of the building.
When they went to see the object, it turned out to be the body of Napico.
She was immediately rushed to JNIMS where she was declared 'brought death' by the doctors.
Suspicion was raised as the girl was found wearing nothing but her shirt.
Search of the building led to recovery of her salwar, chunni and slippers at the top of the building indication that she was raped before being thrown down.
Since he victim was last seen being taken inside the building by one Md Rafi (26), who is staying with Md Islamuddin, the Chowkidar of the rented building, an angry mob searched for him.
The accused was found hiding behind a nearby building.
The angry mob was taking him out to award death penalty when police arrived and take the accused into custody.
The police also opened blank firing to disperse the mob.
The police have also taken into custody of the mother of the accused and Md Islamuddin.
Later in the evening, the irate mob burnt down the all the belongings of Md Islamuddin, which were in the top floor of the four-storeyed building.
