Imphal, August 20 2026: Former Chief Minister Okram Ibobi has categorically stated that conducting the census without updating the National Register of Citizens (NRC) in the context of Manipur would not present a true picture of the State's demographic composition.

He made the statement during the 82nd birth anniversary observance of former Prime Minister Rajiv Gandhi, observed as Sadbhavana Diwas, at Congress Bhavan, BT Road, here today.

During the programme, a team of Congress MLAs and office-bearers led by Manipur Pradesh Congress Committee (MPCC) president Okram Ibobi paid floral tributes to a portrait of Rajiv Gandhi.

Addressing the gathering, Ibobi said the influx of illegal immigrants and the emergence of several unauthorised villages in the State are not new issues.

He also said that tens of thousands of people are still unable to return to their villages due to the crisis in Manipur.

In such a situation, Ibobi said, conducting the census without first addressing the demographic concerns through an updated NRC would not provide an accurate picture of the State's population.

The demand being raised by various organisations and the public for updating the NRC is legitimate, Ibobi said, urging the Government not to conduct the census without first addressing the concerns of the people.

Ibobi further said that both the Centre and the State Govt need to understand how the census can reflect the true demographic picture of Manipur when thousands of internally displaced persons (IDPs) are still taking refuge elsewhere, with many having lost their homes to arson and violence.

Ibobi, meanwhile, remembered Rajiv Gandhi as a visionary leader who lowered the voting age to 18 and introduced reforms that laid the foundation for the digital era and promoted the advancement of science and technology in the country.
