Imphal, October 21 2015:
The new locker system fitted on oil tankers transhipping fuel from Assam till IOC depot at Chingmeirong to prevent pilferage and adulteration of fuel has turned out to be ineffective.
According to a reliable source, a new locking system made of steel was fitted on oil tankers to replace the earlier locker made of iron a few months back.
The fitting charge of the new locking system made of steel is Rs 50,000 .
There are some who own three oil tankers and had spent Rs 1.50 lakh to fit the new locking system.

The new locking system made of steel was fitted on tankers after it was learnt that some drivers and helpers siphoned off petrol/diesel and adulterated the fuel before the oil tankers reach the depot here using duplicate keys of the old locking system made of iron, the source further said.
The new steel locking system is also made by Godrej company.
The drivers cannot use duplicate keys to unlock the new lockers made of steel.
However, some lockers are fitted ingeniously so that a steel rod used in the locker system can be removed and the tanker can be opened by the drivers.
There are over 15 such oil tankers fitted with steel lockers but can be opened by removing a steel rod.
The source also said that such steel lockers are fitted at Tinsukia, Bhokaghat and Guwahati in Assam.
No duplicate keys for the steel locker can however be made.
The company has designed the locker in such a way that no one could invent or make duplicate keys.
It is not clear whether such a locking system where the tankers can be opened without using keys is fitted by the drivers with the knowledge of the owners or transporters.
There could also be a reason why these tankers are allowed passage by the security inside the depot, the source confided.
