Reacting to a news report, the Rural Engineering Department, Manipur State Rural Deve-lopment Agency has clarified that the road between Lilong Leishangthem to Leihaokhong via Laiphrakpam has been lying in a dilapidated condition due to absence of funding and also because of some people raising the level of the road with earth over the black topped surface without the knowledge of the department.
According to a press release issued the department, the road between Lilong Leishangthem to Leihaokhong via Laiphrakpam is of 12.80 kms long and the construction work for the road was awarded to D James Lamkang, a special class contractor, on April 8, 2009 .
The road cconstruction commenced from April 23, 2009 and completed on March 31, 2012.The five years Defect Liability Period (DLP) of Routine Maintenance also was completed successfully on March 31, 2017 as per the agreement, the release said.
Special maintenance/surface renewal of such type of roads which have crossed five years DLP are to be executed with funding of the State Government under Manipur State Rural Roads Maintenance Policy, 2016 .
However no funds have been released under the policy till date for taking up such works, it said.
Meanwhile, it was found out that since later part of 2019, some people have raised the level of this eight years old road with earth for about 4.50 Kms long stretch over the black topped surface without the knowledge of the Department leading to the present situation, it added.
