Imphal, February 26 2011:
The UKLF said that they are not opposing to a Kuki state while explaining why they are demanding for a Kuki (Khulmi) Development Council in the present scenario.
The UKLF also stated that a Kuki state should be based on the SoO pact.
Information and publicity secretary, JM Zou in an email statement asserted that that in August 2008, Manipur Government had issued a draft paper of the Suspension of Operation (SoO) to both KNO and UPF which clearly mentioned that the territorial integrity of Manipur should be honoured by them as a signatory of the SoO.
The draft paper means that a new state can not be created within the state of Manipur.
JM Zou said because of this ground rules the the UPF had invited the KNO to discuss the cause of the Kukis.
Unfortunately, the KNO has neglected the future of the Kuki people.
On August 22, 2008, both UPF and KNO were invited by the Manipur government to be signatories in the SoO pact in presence of the representative of the Central government.
On that day KNO blocked the way of creating a Kuki state by signing the SoO ground rules with the centre and state Government before noon.
Because of this, the UPF had at first refused to sign the SoO pact considering that it could be a stumbling block to Kuki politics.
The UPF considers the demand of Kuki (Khulmi) Development Council is the only solution for the welfare of the Kukis.
The demand does not affect the constitution of India.
The UKLF has no objection to create a Kuki State within the state of Manipur, if it is possible in the present situation but the KNO has blocked the way by signing the SoO pact in which Manipur integrity must be honour in SoO ground rules.
JM Zou also said that the KNO has no vision for the Kukis because of self-interests.
The Kuki people in Manipur should be aware of the propaganda spread by the KNO because it will lead to a great loss.
JM Zou also remided that the demand of a Telengana state has received no positive signal from both the centre and the Andhra Pradesh government.
On the other hand, he said that the correct way is that of the Bodos who agreed for a Bodoland Territorial Council (BTC).
JM Zou said therefore, all Kuki MLAs, MP, church leaders, intellectuals, social leaders etc.
should be aware of the propaganda against the Kuki (Khulmi) Development Council.
