Opposition demands amendment of Governor's address

Pointing out various flaws in the Governor's address given in the House of the State Assembly, the opposition has sought amendment to the address when the House took up the address for discussion before passing a motion of thanks on the second day of the budget session.
The most important problem of the state was the prevailing armed conflict and corruption.
But, the Governor's address failed to mention any government policy to root out corruption and any policy to deal with the problems of theyouth, O Joy of MPP said while demanding an amendment to the Governor's address.
He said, the address also did not contain any policy or programme for taking up development.
The address is nothing but a depiction of government paper works which have not been translated into action.
He said that there was nothing for a lasting solution to the insurgency problem of the state even though the Governor observed an improvement in law and order.
This will not be a lasting solution.
Government should find a way to bring a lasting solution to the more than five decades old insurgency issue, Joy insisted.
The Governor asserted that sportspersons have made the state the pride of nation in various international and national sports events, but his speech failed to mention any youth policy which would ensure the state's youth from leaving Manipur for better pastures, said Joy in his lengthy speech in the House.
The Governor did not mention any policy or programme to combat the drug menace and controlling the increasing numbers of youths infected by the HIV/AIDS, the senior opposition member went on to observe.
He also strongly criticized the state government for mentioning nothing for setting up a separate High Court for the state which is a long pending demand.
The achievement of the implementation of the flagship programmes like MGNREGS and PMGSY are doubtful.
This programmes are implemented only on paper, he said.
Joy said that the mode of MGNREGS implementation is a total failure in the state.
In his address yesterday, the Governor had said that under the flagship MGNREG programme, government had created 141.27 lakh work days and provided employment to 4,17,122 households.
Government has so far issued job cards to 4,33,172 households and created 5604 assets and has spent ' 18185.10 lakh during the current year.
O Joy strongly objected the figures asserting that it was only on table and not physically achieved.
The discussion on the speech will continue tomorrow before being passed by the House.
Dr Kh Loken interfered O Joy's move for amendment and instead moved a motion of thanks, he said that the government has been able to increase the state plan annual outlay and that the Governor had clearly mentioned in his address.
Morung Makunga of the opposition bench said in contradiction to the Governor's address, most of the schemes and projects under the social welfare department have not reached the remote hill areas of the state.
Anganwadi centres do not get ICDS's supplementary nutrition to the child and pregnant mothers.
Facilities to be given to pre-school children through the Anganwadi centres do not reach the hill areas, he pointed out.
He said that even though the guideline of the MGNREGS promises 100 days works to the rural people, job card holders were given hardly 50 day works in a year.
He suggested the government should set up a mechanism to monitor the implementation of the flagship programmes.
