Migrant influx issue deliberated

Imphal, July 11 2014 : The issue of migrant influx in Manipur was discussed at length at World Population Day observance organised by Manipur Economic Association at Manipur Press Club today.

Speaking at the function as a resource person on the topic, 'Estimating Migrants: Methodological issues', MU's Department of Economics Associate Professor Dr M Hemanta said that it would be hard to provide the exact figure on migrant population.

According to his findings and statistical data, he said that the population of migrants might increase from 54,789 in 2001 to 4,44,971 in 2011 .

Likewise, census survival ratio of migrant population has increased from -681 in 2001 to 2,71,500 in 2011, he added.

Hemanta said that Life Table Survival Ratio was 45,918 in 2001 and it has increased to 3,10,526 in 2011 .

He said that as the total migrant population is estimated at 4,44,971, it can be roughly assumed that 20 per cent of the total population of the State are migrants.

Later, responding to a query raised during an interaction session, Hemanta opined that it would be hard to check influx of migrants as they might claim that it is their Fundamental Right to move to any part of the country.

Speaking at the function as chief guest, former Member of State Finance Commission, Prof M Iboton said that it would not be possible to totally block migrants at this juncture when the world has become a global village.

He opined that it would be hard to ask the non-locals, who have been settling in Manipur since past 30-40 years, to leave the State.

M Iboton observed that non-locals who visit the State for valid reasons must be regarded as guests although those who come to Manipur without valid reasons and documents are blocked.

Langol View Charitable Clinic and Maternity Home (LVCC&MH) and Dr Lalmohon Memorial Trust, Lamphelpat jointly observed World Population Day 2104 at LVCC&MH conference hall today.

LVCC&MH Managing Director and Dr Lalmohon Memorial Trust Managing Trustee Ratnakumar Hawaibam took the chair of the function.

Many resource persons spoke on this year's theme, 'Investing in young people' .
