Imphal, December 18 2009:
State Election authority today said that it has completed all arrangements for the bye-election to 14-Yaiskul Assembly Constituency of which polling will start from 7 am till 4 pm tomorrow.
Meanwhile, Imphal West District Magistrate, K Radhakumar has promulgated prohibitory orders within the radius of 100 meters surrounding each polling station under the jurisdiction of Imphal west district under 144 CrPC.
Gathering of five or more persons and carrying deadly weapons within the areas had been prohibited.
As per the order, the prohibition will be effective to the whole area of polling stations within the surrounding of 100 meters under the jurisdiction of Yaiskul Assembly Constituency, Imphal West District- 14/1-Shayamsakhi Girls High School (South Wing), 14/2-Shyamsakhi Girls High School (South Wing), 14/2-Shyamasakhi Girls High School (North Wing), 14/3-SEACO Club, 14/4-Moirangkhom Junior High School, 14/8-Manipur State Council for Child Welfare Moirangkhom and 14/15-Yumnam Leikai IBSA Club.
A total of 23,498 electors, out of which 12,703 are female and 10,795 male voters, will decide the fate of four candidates in the fray.
The bye-election is for filling up one seat of Manipur Legislative Assembly that has been lying vacant after the death of the sitting Congress MLA, E Kunjeshwor in September last.
The four candidates in the fray are E Suraj (Congress), Hanjabam Jaydev (Independent), Soubam Rajen (Janata Dal-Secular) and Aribam Jagadish (Independent).
Polling will be held at 28 polling stations in the constituency.
Nine polling stations have been declared hypersensitive while the rest are sensitive.
Central paramilitary forces have taken post in their place of posting at the polling stations.
Central Paramilitary Forces and polling personnel have moved to the polling stations where they have been assigned for conduct of the poll.
No state force will be allowed within the periphery of the polling stations during the poll hour, according to the Returning Officer, Yumnam Robita.
She said that CRPF and BSF personnel have taken post at the polling stations assigned to them.
Security measures have also been taken up by intensifying patrolling within the constituency.
Though, four candidates are in the fray, political observers consider Congress candidate, E Suraj and independent candidate Jaydev as the closest rivals.
