KSO, ANSAM announce indefinite NHs bandh

The Kuki Students' Organization, (KSO-GHQs) and All Naga Students' Association, Manipur (ANSAM) have decided to launch an indefinite highway bandh from midnight of February 1 on NH-2 (Dimapur-Moreh), NH-37(Imphal-Jiribam) and NH-150 (Jessami-Mizoram) today.
Seiboi Haokip, general secretary, KSO-GHQs and AC Thotso, education secretary, ANSAM said in a joint statement that in view of the failure from the Government of Manipur to give positive response to the memorandum submitted to the Chief Minister on December 14, 2015 to regularize the service of the hill districts contract basis teachers, 2006, batch under the Directorate of Education (S) and to rule out the problem of acute shortage of teachers in the hill schools and to bring justice towards the downtrodden teachers within January 21, they decided to launched the agitation.
The two student leaders continued that Contract Basis Teachers were appointed and engaged by the Directorate of Education (S) Hills under MoU signed between GoM and ATSUM in 2006 to cater to the educational needs of the hill schools on March 31, 2006 in the office chamber of Chief Minister while adding that the MoU clearly reads that the service of the teachers appointed on contract basis will be utilized until the posts are filled up on regular basis through normal recruitment or special drive as the case may be.
They further alleged that the appointment and engagement of the contract basis teachers were made after due advertisement on May 12, 2006 and also obtaining the finance memo from Finance Department, Government of Manipur vide U.O.No.1/2006-07/FD(10-P/17)dt.26-04-2006 .
In addition to this, professional tax has also been levied and taken from the aforesaid contract basis teachers, it alleged and added that on October 21, 2011 the Directorate of Education(H) issued a notification vide order No.1/7/09-ED(AD/H)P and from November 4 to 9 , 2011 the physical verification accompanied with relevant documents was conducted by the Directorate of Education(S) for the service extension/regularization and in the process 772 contract teachers were found to be genuine by the Directorate concerned.
However no concrete action has been initiated by the Government till date.
In a backdrop of Government apathy towards the long pending issue, joint representations of KSO (GHQs) and ANSAM were submitted as reminders to the Government for necessary action, it further alleged and added that in spite of the genuine approaches, the Government continues to turn a deaf ear.
Therefore, the two organizations are compelled to launch an indefinite highway bandh beginning from midnight of February 1 onwards on NH-2 (Dimapur-Moreh), NH-37(Imphal-Jiribam) and NH-150 (Jessami-Mizoram), the two student leaders said before adding that the bandh will not affect inter-district passenger vehicles.
However, vehicles carrying goods and commodities on the highways will not be allowed under any circumstances, it said while seeking cooperation from the general public.
