Casual leave stir

The JAC of AMTUC and AMGEO has made all necessary preparations for the two day mass casual leave protest of State Government employees from tomorrow, which will be organised in denunciation of the Cabinet decision taken on June 27 for implementation of the 7th Pay from April 1 this year instead of the JAC's demand from 2016.Speaking to media persons at the JAC's office at Babupara today, its secretary general L Biken appealed to all the State Government employees to participate in the protest as it is for benefit of all.
He said that the JAC of AMTUC and AMGEO has been demanding the Government to implement the 7th Central Pay for the State Government employees from January 1, 2016 and the JAC has always been listening to the Government's excuses looking after the financial condition of the State.
He continued that in this regard, the JAC have even engaged in various meetings which also included many Ministers and top officials, apart from the Chief Minister himself.
In an earlier meeting with CM N Biren, the JAC was assured that the Government would review the order which mentioned that the 7th Central Pay would be implemented in Manipur from April 1, 2019 on 2.57 fitment factor.
But the State Cabinet came to a decision to implement 7th Pay from April 1 this year, which is really unfortunate, Biken lamented.
Stating that the JAC is demanding only what is right for the State Government employees, he explained that the State Government employees' pay should have been revised by 2016 but even today, the pay structure is stuck on the same pattern as 2006.He then said that an emergency meeting of the administrative body of JAC of AMTUC and AMGEO was held at 2 pm today and all necessary preparations for the two day mass causal leave protest have been made.
On the other hand, he condemned the alleged attempt by some organisations to tarnish the name of the JAC and clarified that the members of the JAC failed to take part in an earlier meeting with the Government due to the arrest warrants and show cause notice issued against them.
He further explained that other States of the country receive a fitment factor of 3.68 and questioned how the fitment factor for Manipur was fixed at 2.57 instead.
