Imphal, March 06 2014 :
The Aam Aadmi Party (AAP) Manipur has appealed to all Government servants including security personnel to control themselves from demanding bribe to the common people for discharging official duties.
This practice has eroded the status of so many Government officials.
"Begging money to grant entry permission to the State Secretariat by the security guards, demanding money for issuing Tribe /Caste/ Income/ Domicile certificates, etc and taking bribes for transfer & posting of officials have ruined the moral of the people," an appeal to the people of Manipur issued by Th Jugindro, Joint Convenor of AAP Manipur said.
The DC/SDO/ Executive officers etc, who were paid handsome salaries must ensure that justice is done to every body.
Illiterate and aged people from remote areas should be dealt with utmost respect.
Charging above Rs 3000/- for mutation of land ownership or House/Plot Patta without issuing receipts by the concerned officials has also become a common practice.
Such corrupt culture is bound to destroy the mindset and future of the youth of Manipur, it said.
The rumour that even the Autonomous District Council (ADC) set up to protect the Hills areas and tribal people, demanding Rs 3 lakh and above for the post of one year contract Chowkidar in the district is a matter of grave concern.
It is also learnt that a large number of Government servants including police personnel, who were recruited by greasing the palms of the concerned authorities are now a frustrated lots.
As their salary neither comes in time nor able to take care of the family expenses, many of them, who could not repay the loan they took for high monthly interest, are reduced to bonded Government servants, it noted.
K Zou senior member of the AAP Manipur expressed shock over the recent report on the extremely poor drinking water in the urban valley by the Gram Panchayat.
If 79% of the urban valley population depends on untreated water from ponds (pukhri), canal, rivers, what would be the condition in the remote hill areas, he wondered.
AAP is also surprised to see that most of the oil pumps, especially in the hill areas were closed even before the date of imposing bandh by various organisations, whereas, unlimited petrol/ diesel are easily available at an exorbitant prices in the open black markets.
Where do this black fuel comes from when the oil pumps are reportedly out of stock.
Is the Government aware of the suffering of the common people owing to the closure of oil pumps and other price hikes,? it categorically asked.
AAP also expressed concern on how private vehicles can operates every where without following rules of the Indian Motor Vehicle Act.
Can the private operators charge Rs 500/- as fare per person from Imphal - Moreh, a distance of only 110 Km? The AAP urged the State Government not to isolate and exploit people living in the remote rural hill areas in the process of development.
Thoudam Manihar Singh, State AAP coordinator, appealed to all common people of Manipur, irrespective of tribes /communities and political affiliations, to openly join the on going nation wide anti-corruption campaign of the Party.
