ADC Chairman sets record straight

ADC Chandel Chairman Lhunkhosei Zou has categorically stated that no one has the capacity to commit anomalies in different development works taken up under Backward Region Grant Fund (BRGF) .
Speaking to media persons at 2nd MR complex this afternoon, Lhunkhosei Zou said that BRGF fund is sanctioned annually by the Ministry of Panchayati Raj for development of infrastructure at the areas where there are gaps in district infrastructure.
BRGF can be utilised in construction of community halls, cultural halls, training halls, water tanks, guest houses or rest houses, development of playgrounds, land development, construction of inter village roads, suspension bridges, construction of slabs or culverts, drainage systems, waiting sheds, market sheds, retaining walls, minor irrigation dams, digging fishery ponds, purchasing tractors, plantation etc.
For all such works, proposals may be submitted through village authorities or NGOs.
The proposals would be examined by the District Planning Committee (DPC) comprising of the Outer Manipur P/C MP, MLAs of the districts, DRDA Chairman, Deputy Commissioner and SDOs/BDOs.
Then the work proposals recommended by the DPC would be forwarded to the State high power committee.
After this, the work proposals approved by the State high power committee is sent to the Ministry which sanctions necessary fund for the approve work proposals.
Utilisation of the sanctioned amounts would be monitored by the DRDA, explained Lhunkhosei Zou.
On the average, the Ministry of Rural Development and Panchayati Raj sanctions Rs 12 crore annually for the six blocks of Chandel district.
Due care is also taken to ensure that the sanctioned funds are not misused and the approved work proposals are implemented properly, he added.
