Alleged fake encounter : Court reserves order against four cops

After necessary hearing of the charge sheet submitted by CBI against 4 cops in connection with the alleged fake encounter/extra judicial killing of one Irengbam Ratankumar on September 1, 2010, at Ningombam-Mongsangei road (near Vale Academy), Session Judge Imphal West has reserved the charge order till April 17.The order was fixed today after the Court heard the submission of Special PP, CBI, and the defense counsels of the 4 State police personnel in length.
It may be mentioned that in May last year, CBI/SIT submitted the charge sheet against Inspector Nandeibam Jatishwar of Heirangoithong Chingtham Leikai, Head Constable James Panmei of Longmai village Part III, Rifleman Thounaojam Sanatomba of Haoreibi Mayai Leikai and Rifleman Thokchom Ibomcha of Heirok Part II Bamon Leikai.
CJM Imphal West, on January 21, took cognizance against the accused personnel after the required prosecution sanction was released by the State Home Department, before committing the case to Session Judge Imphal West on February 11.Court fixes April 17 for further hearing : Session Judge Imphal West, has fixed April 17 for further charge hearing against 3 police personnel in connection with the alleged fake encounter/extra judicial killing of one Ningthoujam Khaiba near NG Mani College on November 13, 2006 .
It may be mentioned that on July 1 last year, the Investigating Officer of CBI/SIT, DSP B Ranjan Roy of CBI Special Crime Branch, Kolkata, had submitted the charge sheet against five police personnel namely then Havildar Khundongbam Inaobi s/o Kullo of Yairipok, then Head Constable Thounaojam Herojit s/o Shyamsunder of Lamdeng Awang Leikai, then Constable Longjam Chingkeihunba s/o (L)Yaima of Keishamthong Longjam Leirak, then Constable (L) Th Lungdim and then Constable (L) Pashel Angson Anal.
The case was transferred from Session Judge, Imphal East to Session Judge, Imphal West after an application was filed by the accused personnel praying for transferring the case to other competent Court claiming that the Judge of Imphal East Session Court was the inquiry officer of the same case.
It may also be mentioned that the deceased, Ninthoujam Khaiba alias Binoy of Keirenphabi, was reportedly gunned down by a team of Imphal West commando on November 12, 2006, a few hours after he was released from Manipur Central Jail, Sajiwa, and coming toward his home with his father and his advocate in a Maruti Van, near NG Mani College.
Ningthoujam Khaiba had been detained under the National Security Act following his arrest by police from near Oinam Dam, Mayai Lambi in October 2005 .
