Nail Pro VC under rules: Joy

Veteran politician Okram Joy has lashed out at Manipur University Pro VC K Yugindro claiming that his (Yugindro) act of levelling various charges against the Governor and the Chief Minister by breaking the Civil Service Conduct Rule, is condemnable and punishable.
Speaking to media persons at his residence at Kakwa today, O Joy said that K Yugindro is a Government employee who is bound by the Civil Service Conduct Rule but he (Yugindro) has claimed that the FIR lodged against the students and teachers of the university was not done by him but by Chief Minister N Biren Singh.
Joy continued that Yugindro also claimed that normalcy of the university is vitiated due to 'terrorist like agitators' and he even accused the Governor of siding with them, which is condemnable.
For breaking the Civil Service Conduct Rule, Yugindro should be punished, Joy added.
Joy said that K Yugindro was appointed as the Pro VC by AP Pandey in violation of the MoA and explained that Pandey did not have the authority to appoint Yugindro as the Pro VC while he was on forced leave.
Joy continued that it is questionable why Yugindro went with the Registrar i/c and other officials to the university to take charge as the VC when the situation inside the university was volatile.
On the other hand, Joy began bashing the Government claiming that the Go to Hills mission of the Chief Minister might be completely rendered useless by the recent development concerning the Framework Agreement between the NSCN (IM) and the Central Government as interlocutor RN Ravi has been recommending autonomy to Naga inhabited areas of Manipur.
