Naga People�s Movement for Human Rights (NPMHR) and Hunphun Shanao Long (HSL) have strongly resented and condemned the Manipur Police Department for the alleged ill treatment and torture meted out to SI Kapangkhui Shimrah, the alleged accused in the theft of over Rs 13 lakhs on October 10 which was meant for payment of salary to the police personnel of Ukhrul.
The rights body pointed that the under Article 5 of Universal Declaration of Human Rights, no one should be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
The rights body further asserted that the confession made in the police custody can not be used as evidence against the accused and charged the law enforcing authority with failure to present the accused before a magistrate within 24 hours of the arrest.
In another statement, HSL president Veronica Zingkhai questioned what would be the fate of the common people, if the police officer could be subjected to such inhuman treatment by his own Departmental colleagues.
Even Sadam Hussian who has been accused of murdering thousands of Iraqi people received unequivocal human treatment in the custody of his enemy, she said.
Meanwhile, sources in the Ukhrul police station informed that SI Kapangkhui Shimrah and other three co-accused had been arrested on October 10 under FIR No.28 (10) 05/Ukl u/s 406/409/420/120-B/34 IPC.
However, the Si was granted interim bail on October 19 for a month on health ground.
