DPC fiasco of 2013 Dy CM gives detailed clarifications

The process for recruitment of 2000 male Constables in Manipur Police held in 2013 was cancelled on account of irregularities in procedures and general principles committed in the course of the same process, stated Deputy Chief Minister and Home Minister Gaikhangam.
Gaikhangam made this statement on the floor of the House in response to a call attention motion raised by BJP MLA Th Bishwajit.
The Government decided to recruit 2000 Constables in order to strengthen Manipur Police and at the same time to provide jobs to youth.
Accordingly, Departmental Promotion Committee (DPC) was constituted and due process of recruitment was started.
The DPC was an autonomous body and it submitted its recommendation to the Government.
Physical Efficiency Test (PET) and written test had been completed though viva voce was yet to be done.
There were many complaints about discrepancies and anomalies committed in the process of PET and also the written test.
An enquiry committee was constituted to enquire the matter.
The Deputy Chief Minister also tabled a copy of the enquiry committee's report.
The report pointed out that marks were tampered in both the PET and the written tests.
It also pointed out that many candidates who cleared the tests were declared unsuccessful while many others who did not clear the exam were declared successful.
Out of around 37,000 candidates who applied for the recruitment test, 10,285 candidates were declared successful in the PET and the written test.
However, after many anomalies were detected, the enquiry committee had to examine huge volumes of documents which occupied as many as 39 trunks, Gaikhangam stated.
The total number of candidates shortlisted after the DPC held in 2013 the ratio exceeded the standard figures.
Still the Government could have shortlisted only the candidates who qualified genuinely but it would have aroused more suspicion among the masses.
That was why, the whole recruitment process was cancelled and a fresh one was initiated, Gaikhangam clarified.
Yet, all the candidates who took part in the recruitment process of 2013 were not barred from participating in the fresh recruitment process.
All the rules and regulations, age and educational qualifications notified for the recruitment process of 2013 are applied in the new recruitment process.
Even if some candidates have crossed the age bar, they would not be barred from participating in the fresh process, Gaikhangam added.
Raising the call attention motion, MLA Th Bishwajit said that cancellation of the earlier recruitment process and initiation of a fresh one simultaneously aroused deep suspicions of possible technical lapses.
He also sought clarification regarding the Deputy Chief Minister's reported statement that candidates who appeared in the recruitment process of 2013 would be given preference.
He demanded a white paper regarding cancellation of the recruitment process and fix accountability on the officers responsible for the gross wrongdoings.
As MLA Joykishan stood up to join the debate, the Speaker did not give him any chance to speak.
Aggrieved by the Speaker's conduct, the MLA walked out of the House.
