Rs 4400 lakh sanctioned under CRF: Biren

Altogether Rs 4400 lakh was sanctioned for the State under the Central Road Fund (CRF) between 2012 and 2014, Works Minister Ksh Biren stated on the floor of the House today.
Out of the total sanctioned amount, Rs 300 lakh was allocated for improvement of Athokpam Road from NH-39 to Arong River Dam, Rs 300 lakh for construction of road from Bendramei, North Western part of Senapati district to Helagen, Paren district Nagaland (Phase I), Rs 300 lakh for Chura-Sugnu Road, Rs 200 lakh for improvement of road from Thalpung to Gamnom Sapermaina via Lhangjal, Saitu, Songlung, Sipijang and Sadar Hills, Rs 300 lakh for improvement of road from Saikul to Hangoipat, Rs 200 lakh for improvement of Imphal-Saikul road (Sagolmang to Saikul) and Rs 300 lakh for improvement of road from NH 39 Boroi Makhong to Kongba Keithel via Ningomthong, Yubraj Palli, Takhok Mapal, Ucheckon Khunou, Ucheckon Laikol and Kongba Kshetri Leikai.
Rs 200 lakh was allocated for improvement of road from NH 150 to Shokvao via Worintang, Rs 200 lakh for improvement of road from Phadang to Tingshung via Maichon, Rs 400 lakh for improvement of road from TNL Ground to NH 150 via Kahumtang and BRTF road, Rs 600 lakh for improvement of link road from Chirai to Hayai, Rs 300 lakh for improvement of road from Thiyam Leishangkhong to Top Upokpi and Rs 500 lakh for improvement of link road from Ishok to Mutum Yangbi via Turel Ahanbi Taba Lambi.
As per a directive of the Ministry of Road Transport and Highways, e-tender should have been held for executing the 14 works.
But no e-tender was held digital signature certificates could not be garnered from the relevant divisions during 2012-13 .
Works were awarded without holding e-tender and the Finance Department released the funds, Biren stated.
Responding to a query raised by Karam Shyam, Chief Minister O Ibobi informed that there are 194 sports persons in Sports Department who have won medals at the national and international levels.
The State Government has been giving incentives as well as appropriate jobs to sports persons who win gold medals at national and international championships.
IFC Minister Ngamthang Haokip stated that the State Government has set a target of commissioning the Thoubal Multipurpose Project (Maphou Dam) by March 2017.He was responding to a question put up by Th Shyamkumar.
The department has been maintaining the road from Laikoiching to the dam but Thoubal Barrage road is maintained by PWD.
Ngamthang Haokip further informed that due measures would be initiated to ensure availability of water to people living in the downstream of the project.
To a query raised by Th Shyamkumar, Education Minister Ksh Ratankumar said that the Government has been considering about appointment of Lecturers and non-teaching staff for Azad Higher Secondary School, Yairipok.
Responding to a question raised by Kh Joykishan, Health Minister Korungthang stated that IAS officer of the rank of Special Secretary or Additional Secretary should be appointed as the Project Director of NRHM/NHA as per an MoU signed between the State Government and the Central Government.
But the same MoU could not be complied with as there was a Court directive, Korungthang added.
