The restrictions placed by the Union Ministry of Home Affairs on entry of foreigners to Manipur without the Protected Area Permit (PAP) all these years is likely to be lifted for one year under some conditions.
According to a highly placed source, the Union Home Ministry may lift the restriction imposed on entry of foreigners to Manipur without possessing PAP under the Foreigners (Protected Areas) Order, 1958 for one year.
The State Government has been exerting pressure on the Ministry to do away with the said Act, of protected area in the interest of developing tourism in Manipur.

In continuation of this effort, the State Government took up the issue with the Union Home Minister during this recent two-day visit here.
Consequently, the Ministry laid down certain conditions to the State Government for lifting the PAP system for one year.
It may be noted that the Home Minister himself had stated that a decision on PAP had been taken and the same would be announced soon.
In accordance to an earlier order issued by the Foreign Division of the Ministry of Home Affairs on September 10 last year, the State Government can provide PAP to foreign tourist groups coming to visit Manipur for a stay period of not more than 30 days, to foreigners who are married to persons of Manipur origin for a stay period of not more than 90 days as well to persons of Manipur origin clubbed under Persons of India Origin and Overseas Citizen of India category.
The source further said that even if PAP system is to be lifted for one year, the permission of the Ministry of Home Affairs will still required on entry of foreigners to Manipur.
If deemed necessary , the Union Home Ministry can grant permission for stay to a foreigner upto 180 days, added the source.
