On the second and last day of the two-day workshop on transport system in Manipur organised jointly transport department and All Manipur Bar Association (AMBA) at Uripok Cheirap Court Complex, YAS and IFCD minister, N Biren today announced various plans to be taken up by the government for solving traffic congestion in the Imphal city.
Minister Biren further announced that government in a move to reduce the rate of accident is planning to set up a driving institute observing that most of the motor-vehicle accident related with irregularities in the issuance of the driving license.
He said that government is planning to take over the land at Old Airfield at Koirengei for setting up the driving institute presently occupied by the Army.
Government is planning to allocate alternative land at Leimakhong to the Army authority.
Government is planning to divert the NH-39 passing through the Imphal city.
It also planning to acquire more land at Lamphel Super Market area for its expansion and developed a market place and accommodates street vendors in Imphal city areas which is a problem in traffic regulation, he said.
Secular Progressive Front government led by Chief Minister, O Ibobi is taking up various developmental works he said adding that any suggestion given by the people with regard to the taking up developmental works will be welcomed.
He also talked on the difficulties facing by the government in take over of land for taking up developmental road widening work.
This is due to irregularities in allocation of patta of the land.
Pattas were allocated even in the Nambul river bank.
This disturbed in the taking up project for keeping clean the Nambul River.
For the project, many patta lands on the bank of the river are to be evicted first, Biren said.
He also assured the participants in the workshop that the recommendation of the workshop will be tabled in the Cabinet meeting for translation into work.
Justice T Nandakumar of Gauhati High Court who attended the function as guest of honour observed that in the country where largest number of human life claim in motor-vehicle related accidents, most of the accidents occurred due to breaking of traffic rules.
Eighty percent of the accident occurred due to breaking of traffic rules, he said suggesting strengthening traffic regulations by taking up appropriate action to those traffic rule breakers by the police under the existing law governing the traffic regulation.
At the same time, awareness on traffic regulation is also a must, he added.
