De facto Central rule in state: Ch Bijoy

Socio-political commentator Ch Bijoy has demanded formal declaration of imposition of President's Rule in Ma-nipur as the state will be de facto under Central rule and administration will be in the hands of bureaucrats deputed to the state by the Centre.
Addressing media persons at his Uripok residence on Friday, Ch Bijoy said chief minister should be chairman of Unified Command but Union home minister Amit Shah announced that security advisor Kuldiep Singh will be the chairman.
Amit Shah also announced that a joint secretary from the Centre will be deputed to oversee overall administration of the state.
In such situation, the state is almost under Centre's rule or PR.
With chief minister N Biren Singh already admitting lapses on part of his government with regard to the present crisis, it would be right to declare imposition of PR formally and conduct fresh election, Bijoy opined.
Considering the decision of the 10 Kuki MLAs in the present crisis, the present BJP government is almost like breaking one of four legs of CM's chair and the society will be in chaos in case of pro-jecting existence of a popular government while having a blurred administration in reality, Bijoy maintained.
He also said seven out of 10 Kuki MLAs threatening integrity of the state belong to BJP but party's state unit president is yet to initiate any step to expel the MLAs from the party.
According to Ch Bijoy, the demand being made by people and CSOs to with-draw So0 is genuine as Kuki militants are targeting unarmed civilians though they are 'fed' by the Government of India.
When So0 militants are not in designated camps and violate ground rules, state police can arrest and use arms against them, he said adding that it was mistake of the government that SoO militants were allowed to extort money on roads for a long time.
Amit Shah's warning to take strin-gent action against Kuki militants if they violate ground rules indeed was repetition of what CM Biren said in the recent past, Bijoy pointed out and asked as to why no step was taken to keep arms and ammunition of So0 militants at safe location in Imphal.
